NOTICE OF 8/5/25 MEETING MINUTES
The Spink County Board of Commissioners met at 8:30 AM on Tuesday, August 5, 2025, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.
ADOPT AGENDA
Motion was made by Smith, seconded by Siebrecht, to adopt the agenda. All members voted aye. Motion carried.
MINUTES APPROVED
Motion was made by Smith, seconded by Knox, to approve the minutes of the July 15, 2025 Commission meeting. All members voted aye. Motion carried.

PUBLIC COMMENT
Deb Curtis, resident, followed up on the progress of draft ordinances for solar and wind farms and AI data centers.
OPIOID SETTLEMENT
Motion was made by Smith, seconded by Siebrecht, to approve joining a new proposed national opioid settlement. All members voted aye. Motion carried.
TAX DEED PROPERTY
Quiet title action has been completed on the tax deed property described as S 135’ of Lot C, Block 3, Lakeside Addition, Redfield City, Spink County, South Dakota. Information will be confirmed with the States Attorney prior to setting a sale price and date.
SHERIFF
Jenna Appel, Sheriff, reviewed an updated contract for E-911 services for Faulk County; filed an application to seek a grant; reviewed personnel and requested to advertise for a crossing guard.
CONTRACT
Motion was made by Smith, seconded by Siebrecht, to approve sending the updated contract as filed to Faulk County for approval. All members voted aye. Motion carried.
GRANT
Motion was made by Knox, seconded by Siebrecht, to approve applying for the JAG grant in the amount of $9,868.42 for the purchase of 2 APX 4500 VHF radios for squad cars, with the grant being 100 percent reimbursement. All members voted aye. Motion carried.
PERSONNEL
Motion was made by Smith, seconded by Knox, to accept the resignation of Madge Clausen, Crossing Guard, effective immediately and approve advertising for the open position. All members voted aye. Motion carried.
AGREEMENTS
Motion was made Albrecht, seconded by Smith, to approve the temporary easement agreement with the State of South Dakota for a temporary easement beginning at a point 2 Rods North and 2 Rods West of the Southeast corner of the SE ¼ 33-120N-63W, thence West 10.6 Chains, thence North 3 Chains, thence East and paralleled with the South line 10.6 Chains, thence South 3 Chains to the place of beginning, and a temporary easement beginning at a point 2 Rods North and 2 Rods East of the Southwest corner of the SW ¼ 34-120N-63W, thence East 64 Rods, thence North 11 Rods, thence West 64 Rods, thence South 11 Rods to the place of beginning. All members voted aye. Motion carried.
HIGHWAY SUPERINTENDENT
Jeff Haessig, Highway Superintendent, filed correspondence from the SDDOT regarding non-participating costs on billings for 3 bridge projects that are being completed with state grants, with the state overseeing the bidding process. Non-participating costs are to be covered by the County at 100%, estimates of the non-participating costs on the letting authorizations were far below actual costs.
MUSEUM
Marlene Eimers, Spink County Historical Society, and Tonya Jones, Museum Curator, were present to discuss water and mold issues in the museum building, steps that are being taken to preserve the exhibits and building needs going forward. Also present were Arlene Schmitt and Angie Hansen.
DIVERSION/VICTIM SERVICES PROGRAM
Reports from Sovanna Beekman, Beadle County Human Service Director, of criminal cases that utilized the victim services program and juvenile and adult diversion programs were filed. Spink County contracts with Beadle County for administration of these programs.
PLANNING & ZONING BOARD
At 9:56 AM a motion was made by Smith, seconded by Albrecht, to recess as a Board of Commissioners and convene as the Planning & Zoning Board. All members voted aye. Motion carried.
The Board of County Commissioners reconvened at 10:48 AM after having adjourned as the Planning & Zoning Board.
HEALTH INSURANCE
Christopher Rude, HUB International, reviewed the annual renewal for the county employee health insurance coverage. Motion was made by Siebrecht, seconded by Knox, to approve renewing the county’s current plan, Wellmark EnhancedBlue $3,000 deductible PPO option. All members voted aye. Motion carried.
PERSONNEL
Rude also discussed voluntary benefits and filed quotes from multiple carriers. Will further review prior to taking action.
VISION INSURANCE
Avesis vision insurance renewal quote was filed from Heartland Financial Services, along with quotes from two additional carriers for comparison. Will further review prior to taking action.
EXECUTIVE SESSION/PERSONNEL/FMLA LEAVE
At 11:38 AM a motion was made by Knox, seconded by Smith, to enter into executive session to discuss personnel with Theresa Hodges, Auditor, present. All members voted aye. Motion carried. Chairman Brian Johnson declared the Board out of executive session at 11:44 AM, with the following action taken: Motion was made by Knox, seconded by Smith, to grant leave to an individual according to the specifications required under the Family Medical Leave Act. All members voted aye. Motion carried.

Motion was made by Albrecht, seconded by Siebrecht, to approve the following expense requests:
