Spink County Drainage – Notice of 9/2/25 Minutes


SPINK COUNTY DRAINAGE

NOTICE OF 9/2/25 MEETING MINUTES

The Spink County Drainage Board met September 2nd, 2025 at 9:45 AM with board members Dave Albrecht, Brian Johnson, Suzanne Smith, Brett Knox and Kevin Siebrecht present.  Denise Fliehe, Drainage Administrator was also present. A list of all visitors present at the hearings is available in the Spink County equalization Office.

Motion was made by Suzanne Smith to approve the agenda.   Seconded by Kevin Siebrecht.   Motion to approve the minutes from 7/16/2024 made by Suzanne Smith, seconded by Brett Knox. All voted Aye.  Motion carried.

A drainage hearing was held for Madsen Group LP/Madsen Farms who have applied for a drainage permit for the following:

  1. Install drain tile in NW ¼ & NE ¼ of 25-114-60 with Outlet in NE ¼ (This project already approved and not included in hearing)
  2. Install drain tile in E ½ & SW ¼ of 12-114-60 with Outlet in SW ¼
  3. Install drain tile in SW ¼ of 1-114-60 with Outlet in SW ¼ of 1-114-60
  4. Install drain tile in E ½ of 1-114-60 with Outlets in SE ¼ of 1-114-60

Justin Johnson from Dakota Tile was present with Brock Madsen to answer questions and concerns.  Two letters of concern from landowners were read and considered by commissioners.   Two landowners also spoke in person.  The commissioners had a lengthy discussion which included different options, specifically with approving some but not all of the projects.   A motion was made by Brett Knox to approve the drainage project in the E ½ & SW ¼ of 12-114-60 with outlet in SW ¼ of 1-114-60.    Second by Dave Albrecht.    Drainage Board members were polled with all members voting Aye.   Applicant will assess and monitor outcomes of approved drainage projects and reapply for others at a future date.

A drainage hearing was held for Chad Jessen who applied for a drainage permit for the following:

Install drain tile in NE ¼ & SE ¼ of 25-116-64 with outlet being in SE ¼ of 25-116-64.

Chad Jessen was present to address questions and concerns.   Both opposition and support were voiced by members of the public.  Discussion centered around the fact that the water was draining into a slough before moving downstream.  After much discussion, Dave Albrecht made a motion to approved the project, with second by Kevin Siebrecht.  Board members were again polled with Brian Johnson voting No, all others voting Aye.

Chairman Brian Johnson adjourned the meeting of the Drainage Board at 11:00 AM.
