SPINK COUNTY COMMISSION

NOTICE OF 12/16/25 PROCEEDINGS
REDFIELD, SOUTH DAKOTA

The Spink County Board of Commissioners met at 8:30 AM on Tuesday, December 16, 2025, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht, and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.

ADOPT AGENDA

Motion was made by Smith, seconded by Siebrecht, to adopt the agenda. All members voted aye. Motion carried.

MINUTES APPROVED

Motion was made by Siebrecht, seconded by Albrecht, to approve the minutes of the December 2, 2025 Commission meeting. All members voted aye. Motion carried.

PUBLIC COMMENT

No one present took the floor.

 AG OPINION

Theresa Hodges, Auditor, reviewed the Attorney General’s opinion on HB 1130 regarding elections and how that affects the 2026 election cycle.

SHERIFF

Jenna Appel, Sheriff, gave an update of activities, requested a personnel pay step increase, filed a jail bed per diem contract, and reviewed outstanding bills and grant reimbursements.

 PRISONER HOUSING CONTRACT

Motion was made by Siebrecht, seconded by Knox, to approve the Roberts County 2026 Jail Bed per Diem Contract, for contracted rates of $120.00 per prisoner day for adult prisoners and $415.00 per prisoner day for juvenile prisoners for a term beginning January 1, 2026, and ending December 31, 2026. All members voted aye. Motion carried.

2026 SALARIES

Motion was made by Smith, seconded by Siebrecht, to set the following annual salaries: Commissioners- $14,120; Commission Chair – $15,320; Auditor – $82,011; Treasurer – $69,303; Register of Deeds – $69,303; Director of Equalization  $75,254; States Attorney – $65,855; Coroner – $12,875; Highway Superintendent – $82,011; Sheriff – $82,011; and Emergency Manager – $62,916; and to give all other full-time and part-time employees a $1/hr. raise effective 12/26/2025.  All members voted aye.  Motion carried.

 BRIDGE INSPECTIONS

Mike Gutenkauf, Engineer with IMEG, reviewed the 2025 bridge inspections.

PLANNING & ZONING BOARD

At 9:42 AM a motion was made by Smith, seconded by Knox, to recess as a Board of Commissioners and convene as the Planning & Zoning Board. All members voted aye. Motion carried.

The Board of County Commissioners reconvened at 10:42 AM after having adjourned as the Planning & Zoning  Board.

 HIGHWAY SUPERINTENDENT

Jeff Haessig, Highway Superintendent, gave an update of activities and requested to open a position as department promotional and to promote an employee. Bridge project mitigation costs were also discussed.

 PERSONNEL

Motion was made by Smith, seconded by Siebrecht, to approve opening the lead worker position as department promotional and promoting Jerrod Peterson to the position at $29.49/hr. effective 12/26/25. All members voted aye. Motion carried.

Motion was made by Knox, seconded by Smith, to approve the personnel pay step increase of Jacob Clark, E911 Dispatcher to Dispatcher over 6 months at $25.33/hr. effective 12/26/25. All members voted aye. Motion carried.

 LEGISLATIVE AUDIT

Kasie Ingraham, SD Department of Legislative Audit, met with the board to review the audit engagement for fiscal years 2023 and 2024. An engagement letter was signed by the Chairman and Auditor.

 AMBULANCE

Motion was made by Knox, seconded by Smith, to approve Spink County Ambulances request for $11,800 for the purchase of a second Avel Telemedicine unit using 2025 budget. All members voted aye. Motion carried.

BUDGET SUPPLEMENTS

Motion was made by Knox, seconded by Siebrecht, to make the following automatic budget supplements: $2,190.35 to 101-211-411.00 Sheriff Wage and Salary-speed OT grant reimbursement received; $4,114.10 to 101-211-426.50 Sheriff Equipment- speed OT equipment grant reimbursement received; $16,471.00 101-211-425.10 Sheriff Car Repairs & Maintenance, insurance proceeds received; and $6,138.26 to 101-426-411.00 WIC Salaries, salary reimbursement from the SDDOH. All members voted aye. Motion carried.

 RECAPITULATION OF TAXES

Theresa Hodges, Auditor, reviewed the Recapitulation of Taxes for 2025 pay 2026, taxes levied in Spink County totaled $18,758,156.58 for the County, 10 municipalities, 36 townships, 8 school districts, and 3 special districts.

 EXPENSE REQUESTS

Motion was made by Albrecht, seconded by Knox, to approve the following expense requests:

  • Jeff Haessig, Highway Superintendent, and Shawn Doren, Equipment Operator, 2026 State Weed & Pest Conference, Deadwood, SD;
  • Highway Department Employees, MSHA Annual Refresher, Aberdeen, SD;

All members voted aye. Motion carried.
