SPINK COUNTY COMMISSION PROCEEDINGS
REDFIELD, SOUTH DAKOTA
The Spink County Board of Commissioners met at 8:30 AM on Tuesday, March 31, 2026, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, and Brett Knox; Commissioner Suzanne Smith was present via teleconference. Commissioner Kevin Siebrecht was absent. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.
ADOPT AGENDA
Motion was made by Albrecht, seconded by Smith, to adopt the agenda with the addition of Tracey Millar, Director of Equalization, expense request. All members voted aye. Motion carried.
MINUTES APPROVED
Motion was made by Albrecht, seconded by Smith, to approve the minutes of the March 17, 2026 Commission meeting. All members voted aye. Motion carried.
PUBLIC COMMENT
No one was present took the floor.
PERSONNEL
Motion was made by Albrecht, seconded by Knox, to approve hiring Marilyn Hodges as a temporary Auditor Clerk at $18.00/hr. effective 4/20/2026, as needed for up to 15 hours/week for 12 weeks. All members voted aye. Motion carried.
SENATE BILL 96
Discussion was held on SB 96 an act to authorize the imposition of a county option gross receipts tax to reduce owner-occupied property taxes. The board will wait for Department of Revenue guidance to proceed in discussion.
SHERIFF
Jenna Appel, Sheriff, gave an update of activities, requested a personnel pay step increase and filed an employee letter of resignation.
PERSONNEL
Motion was made by Knox, seconded by Smith, to approve the pay step increase for Justin McDaniel, Deputy Sheriff, to Certified Deputy at $29.29/hr. effective 3/6/2026. All members voted aye. Motion carried.
Motion was made by Knox, seconded by Albrecht, to accept the resignation of Cynthia Roe, E911 Dispatcher, from a full-time position effective 4/10/2026 and to approve Roe remaining a part-time as needed E911 Dispatcher; and to initially open a full-time position as department promotional; and proceed to open/competitive and advertise if needed. All members voted aye. Motion carried.
NECOG
Chairman Johnson reviewed proposed bylaw changes and proposed changes to the Joint Cooperative Agreement filed by NECOG. The NECOG board will consider the changes at their 4/29/2026 meeting.
HIGHWAY SUPERINTENDENT
Jeff Haessig, Highway Superintendent, gave an update of activities, filed an employee letter of resignation, and requested to approve new hires and to advertise for seasonal summer help.
PERSONNEL
Motion was made by Knox, seconded by Albrecht, to accept the resignation of Lance Hofius, Equipment Operator, effective 3/30/2026, and to advertise the position. All members voted aye. Motion carried.
Motion was made by Knox, seconded by Albrecht, to approve hiring Greg Drayer and Roger Metzinger as part-time as needed Equipment Operators at $27.66/hr. effective 4/1/2026; and to set Barry Bawek, part-time as needed Equipment Operator, at $27.66/hr. effective 4/1/2026. All members voted aye. Motion carried.
Motion was made by Albrecht, seconded by Knox, to approve the new hire of Cody Stahl as a full-time Equipment Operator, at $26.79/hr. effective 4/13/2026. All members voted aye. Motion carried.
Motion was made by Albrecht, seconded by Knox, to approve advertising for one temporary summer position in the Highway Department and one temporary position in the Weed Department. All members voted aye. Motion carried.
DIRECTOR OF EQUALIZATION
Tracey Millar, Director of Equalization, requested approval for staff receiving years of service recognition plus additional staff to attend the banquet of the SDAAO conference in Sioux Falls. The board requested a cost to the County before taking action.
EXPENSE REQUESTS
Motion was made by Albrecht, seconded by Knox, to approve the following expense requests:
• Steve Wollman, VSO, SD Dept. of Veterans Affairs Spring Mini-Conference, Sioux Falls, SD;
• Michelle Schmitt, 4-H Program Assistant, SDSU 4-H Online & Fair Entry Training, Aberdeen, SD;
• Tracey Millar, DOE, and Ericka Dale, Assessor, Difficult Assessments Workshop, Winner, SD;
All members voted aye. Motion carried.
