SPINK COUNTY COMMISSION

MAY 19, 2026 PROCEEDINGS

The Spink County Board of Commissioners met at 8:30 AM on Tuesday, May 19, 2026, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht, and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.

 

ADOPT AGENDA

Motion was made by Smith, seconded by Siebrecht, to adopt the agenda. All members voted aye. Motion carried.

 

MINUTES APPROVED

Motion was made by Siebrecht, seconded by Knox, to approve the minutes of the May 5, 2026 Commission meeting. All members voted aye. Motion carried.

PUBLIC COMMENT

Sandy Jungwirth, resident, voiced concern on feed hauling on Co. Road 14 with the proposed CAFO.

 

EXECUTIVE SESSION/STATES ATTORNEY

At 8:33 AM a motion was made by Smith, seconded by Siebrecht, to enter into executive session to discuss litigation, with Vic Fischbach, States Attorney, and Theresa Hodges, Auditor, present. All members voted aye. Motion carried. Chairman Brian Johnson declared the Board out of executive session at 8:39 AM, with no action taken.

 

SHERIFF

Jenna Appel, Sheriff, reviewed the GeoComm contract status and potential reimbursement from the state, reviewed Safe Streets and Roads for All grant through the federal DOT, more information will be compiled before action is taken. Discussed implementing a Deputy Reserve Program, it was the consensus of the board to proceed pursuing information on the program.

 

BID OPENING 

At 9:00 a.m., time set by public notice, bids for the purchase of one or more new 2027 or newer Twin Screw Diesel Dump Truck, Cab and Chassis were opened and read, bids were also opened and read for the purchase of one or more new 2027 or newer Twin Screw Tandem Diesel Semi Tractor, Cab, and Chassis. Jeff Haessig, Highway Superintendent, and Eric Hamiel, TranSource Truck & Equipment, were present. TranSource Truck & Equipment was the only bidder. Motion was made by Knox, seconded by Albrecht, to accept TranSource Truck & Equipment’s base bid of $160,000 plus all additional options for a 2027 or newer Twin Screw Tandem Diesel Dump Truck, Cab, and Chassis and to accept TranSource Truck & Equipment’s base bid of $157,500 plus all additional options for a 2027 or newer Twin Screw Tandem Diesel Semi Tractor, Cab, and Chassis. All members voted aye. Motion carried. At this time, no action was taken to purchase off current bids. Copies of all bids and specifications are on file in the Auditor’s Office and the Highway Department and open for inspection during normal working hours.

 

HIGHWAY SUPERINTENDENT

Jeff Haessig, Highway Superintendent, reviewed an agri-business grant application and gave an update of activities.

 

TREASURER

Amy Michlitsch, Treasurer, filed quotes for the purchase of a new copier. Motion was made by Smith, seconded by Siebrecht, to approve A&B Business Solutions’ quote of $3,548.72 for the purchase of a Toshiba E-Studio3528A monochrome copier with a maintenance agreement of $50.88 per month. All members voted aye. Motion carried.

 

BUDGET SUPPLEMENT

Motion was made by Knox, seconded by Smith, to approve an automatic budget supplement of $133,917.25 to 207-225-426.50 E911 Equipment, grant reimbursement received. All members voted aye. Motion carried.

 

DIRECTOR OF EQUALIZATION

Tracey Millar, Director of Equalization, reported there was an appeal to OHE from equalization, and filed a data conversion service agreement.

 

 

AGREEMENT

Motion was made by Smith, seconded by Knox, to approve the real estate CAMA data conversion services agreement  with Vanguard Appraisals, Inc. in the amount of $12,600. All members voted aye. Motion carried.

 

GROW SD

Lori Moen, Grow SD, gave an update of activities and services provided in Spink County.
