SPINK COUNTY COMMISSION PROCEEDINGS
The Spink County Board of Commissioners met at 8:30 AM on Tuesday, June 16, 2026, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht, and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.
ADOPT AGENDA
Motion was made by Smith, seconded by Albrecht, to adopt the agenda with the addition of CISA Cybersecurity Performance Goals Assessment. All members voted aye. Motion carried.
MINUTES APPROVED
Motion was made by Siebrecht, seconded by Knox, to approve the minutes of the June 4, 2026 Commission meeting. All members voted aye. Motion carried.

No one present took the floor.
REGISTER OF DEEDS
Sonja Muellenberg, Register of Deeds, presented a quote from Trimin for a new land records system that was included in her 2027 budget request, the cost over five years for software installation/configuration and annual maintenance and support would be $68,998. No action was taken at this time.
DISPATCH
Amy Akin, Chief Dispatcher, requested support of the reclassification of 911 telecommunicators to Class B members of the South Dakota Retirement System.
A RESOLUTION SUPPORTING THE CLASSIFICATION OF SPINK COUNTY 911 TELECOMMUNICATORS AS CLASS B MEMBERS OF THE SOUTH DAKOTA RETIREMENT SYSTEM(26-15)
WHEREAS, a 911 telecommunicator is defined in SDCL 34-45-22 as any employee of the state, or any political subdivision thereof, whose primary full-time or part-time duties are receiving, processing, and transmitting public safety information received through a 911 emergency reporting system as defined in SDCL 34-45-1; and
WHEREAS, Spink County 911 telecommunicators serve as the first point of contact during emergencies and perform a critical public safety function by receiving emergency calls, assessing threats, prioritizing incidents, coordinating law enforcement, fire, and emergency medical responses, and providing life-saving instructions to callers; and
WHEREAS, the duties of a 911 telecommunicator require specialized training, continuous situational awareness, rapid decision-making, and the ability to perform effectively under stressful and time-sensitive conditions that directly affect the safety of the public and emergency responders; and
WHEREAS, the Spink County Board of Commissioners recognizes the essential role 911 telecommunicators play in the protection of life and property throughout Spink County and supports efforts to appropriately recognize the public safety nature of their work within the South Dakota Retirement System; and
WHEREAS, the reclassification of 911 telecommunicators as Class B members of the South Dakota Retirement System requires review and approval by the South Dakota Retirement System Board of Trustees as part of a statewide application process;
NOW, THEREFORE, BE IT RESOLVED BY THE SPINK COUNTY BOARD OF COMMISSIONERS:
That the Spink County Board of Commissioners formally supports the classification of Spink County 911 telecommunicators as Class B members of the South Dakota Retirement System and respectfully encourages the South Dakota Retirement System Board of Trustees to approve such reclassification upon review of the completed statewide application.
BE IT FURTHER RESOLVED that the Spink County Board of Commissioners supports participation in the statewide application process required by the South Dakota Retirement System for consideration of Class B membership status for 911 telecommunicators.

JOINT POWERS AGREEMENT
Theresa Hodges, Auditor, reviewed county issue driver licensing in Spink County and concerns with the current fee per paid application the county receives and filed a two year Joint Powers Agreement received by SD DPS. Motion was made by Knox, seconded by Albrecht, to deny the Joint Powers Agreement between the SD Department of Public Safety, Driver Licensing Program and Spink County for the term of July 1, 2026 through June 30, 2028, and to approve a counter offer for an agreement with the term of July 1, 2026 through December 31, 2026. All members voted aye. Motion carried.
POST-ELECTION AUDIT
Hodges presented the Certificate of Post-Election Audit for the June 2, 2026 Primary Election. The Republican Governor and United States Representative races in Precinct 7 were audited by the four-person Post-Election Audit Board on June 10, 2026. After manually counting the races, the results of both races matched the election night tabulator count and County canvass with exact accuracy.
MEETING DATES
The meeting dates for the remainder of the calendar year were set as follows: August 3rd and 18th; September 1st and 15th; October 6th and 20th; November 5th(Thursday) and 17th; December 1st, 15th and 30th.
BUDGET
Hodges presented the 2027 expenditure budget, estimated revenues and estimated cash balances will be presented at the July 7th meeting.
ASSESSMENT
The recent cybersecurity assessment conducted by Cybersecurity and Infrastructure Security Agency (CISA) was reviewed and an upcoming training opportunity was discussed.
