JUNE 4, 2026
The Spink County Board of Commissioners met at 8:30 AM on Thursday, June 4, 2026, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht, and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.
ADOPT AGENDA
Motion was made by Smith, seconded by Knox, to adopt the agenda. All members voted aye. Motion carried.
MINUTES APPROVED
Motion was made by Siebrecht, seconded by Smith, to approve the minutes of the May 19, 2026 Commission meeting. All members voted aye. Motion carried.
PUBLIC COMMENT
Chris Esser, Deb Curtis, and Sandy Jungwirth, residents, spoke on CAFO concerns.
PERSONNEL
Motion was made by Smith, seconded by Siebrecht, to approve the personnel pay step increases for: Samantha Garrison, Administrative Assistant, to one year clerk at $25.56/hr. effective 6/2/2026; and Michelle Schmitt, 4-H Program Assistant, to one year clerk at $25.56/hr. effective 5/26/26. All members voted aye. Motion carried.
SHERIFF
Jenna Appel, Sheriff, requested approval to apply for a grant and for personnel pay step increase, and reported a resignation.
GRANT
Motion was made by Smith, seconded by Knox, to approve applying to SD Law Enforcement Training for a grant to cover the expenses of the instructor for Rural Tactics Course to be hosted by Spink County. All members voted aye. Motion carried.
PERSONNEL
Motion was made by Smith, seconded by Knox, to accept the resignation of Cynthia Roe, part-time dispatcher, effective 6/4/2026. All members voted aye. Motion carried.
Motion was made by Smith, seconded by Siebrecht, to approve the personnel pay step increases for: Wyatt Anderson, Deputy Sheriff, to Certified Deputy over 1 year at $30.03/hr. effective 5/19/2026; and Jackson Spurr, Deputy Sheriff, to Certified Deputy over 1 year at $30.03/hr. effective 6/10/2026. All members voted aye. Motion carried.
CANVASS OF PRIMARY ELECTION
The Board canvassed the election results of the Primary Election held June 2, 2026. Motion was made by Siebrecht, seconded by Kox, to sign the certificate stating that the results were a true abstract of the votes cast in the jurisdiction of Spink County, South Dakota. All members voted aye. Motion carried.
POST ELECTION AUDIT
Random selection of the precinct and contests for the post-election audit pursuant to SDCL 12-17B-20 was made by drawing cards. Precinct 7 will be audited, and the Governor and United States Representative contests will be counted.
HIGHWAY SUPERINTENDENT
Jeff Haessig, Highway Superintendent, gave an update of activities, and requested approval on authorization for bid letting.
LETTING AUTHORIZATION
Motion was made Knox, seconded by Smith, to request and authorize the SDDOT to advertise the following projects for bids: BRO-B 8058(34) PCN 09MQ. All members voted aye. Motion carried.
DIRECTOR OF EQUALIZATION/PERSONNEL
Tracey Millar, Director of Equalization, requested approval of a personnel pay step increase and gave an update of activities. Motion was made by Smith, seconded by Knox, to approve the personnel pay step increase for Ericka Dale, DOE Clerk, to one year clerk at $25.56/hr. effective 5/26/26. All members voted aye. Motion carried.
EXPENSE REQUESTS
Motion was made by Albrecht, seconded by Siebrecht, to approve the following expense requests:
- Andrew Rindelaub, Emergency Manager, ICS 400 FEMA Class, Brookings, SD;
All members voted aye. Motion carried.
