SPINK COUNTY COMMISSION
AUGUST 3, 2026 PROCEEDINGS
REDFIELD, SOUTH DAKOTA
The Spink County Board of Commissioners met at 8:30 AM on Monday, August 3, 2026, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht, and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.
ADOPT AGENDA
Motion was made by Smith, seconded by Knox, to adopt the agenda with the addition of September meeting dates. All members voted aye. Motion carried.
MINUTES APPROVED
Motion was made by Siebrecht, seconded by Smith, to approve the minutes of the July 21, 2026 Commission meeting. All members voted aye. Motion carried.

PUBLIC COMMENT
Deb Curtis and Sandy Jungwirth, residents, data center ordinance questions.
REGISTER OF DEEDS
Sonja Muellenberg, Register of Deeds, and Margot Gillette, Spink County Abstract & Title, were present to discuss Spink County’s Privacy Policy and HIPAA .
HIGHWAY SUPERINTENDENT
Jeff Haessig, Highway Superintendent, reported on a new hire.
PERSONNEL
Motion was made by Smith, seconded by Knox, to approve the hire of Quenton Lau, Equipment Operator, at $26.79/hr. effective 8/3/2026. All members voted aye. Motion carried.
CANVASS OF RUNOFF ELECTION
The Board canvassed the election results of the Runoff Election held July 28, 2026. Motion was made by Smith, seconded by Kox, to sign the certificate stating that the results were a true abstract of the votes cast in the jurisdiction of Spink County, South Dakota. All members voted aye. Motion carried.
SURPLUS
Motion was made by Siebrecht, seconded by Knox, to declare the following items to have no value and to surplus and destroy: Sheriff Chief Deputy desk system, Auditor- 2 Sharp calculators; and to transfer from the Treasurer inventory to the Auditor 2 Sharp calculators . All members voted aye. Motion carried.
MEETING DATES
Due to the date of the SDACC/SDACO County Convention the September meeting dates have been set to 9/1/26 and 9/22/26.
DIRECTOR OF EQUALIZATION
Tracey Millar, Director of Equalization, gave on update on the OHE hearing held.
PLANNING & ZONING BOARD
At 10:01 AM a motion was made by Knox, seconded by Siebrecht, to recess as a Board of Commissioners and convene as the Planning & Zoning Board. All members voted aye. Motion carried.
The Board of County Commissioners reconvened at 10:13 AM after having adjourned as the Planning & Zoning Board.
PROVISIONAL BUDGET
The Commission continued to review and revise the 2027 budget requests. Motion was made by Knox, seconded by Siebrecht, to approve the Provisional Budget with the noted revisions discussed and to set the beginning hearing for the final adoption of the 2027 budget as September 1, 2026 at 9 AM. All members voted aye. Motion carried.

Motion was made by Albrecht, seconded by Knox, to approve the following expense requests:
- Amy Michlitsch, Treasurer, and Sonja Muellenberg, Register of Deeds, Sioux Valley Commissioner District Meeting, Bryant, SD;
- Theresa Hodges, Auditor, Amy Michlitsch, Treasurer, Sonja Muellenberg, Register of Deeds, SDACO County Convention, Sioux Falls, SD;
All members voted aye. Motion carried.
