NOTICE OF 1/20/26 PROCEEDINGS
The Spink County Planning and Zoning Board met at 9:31 a.m., January 20, 2026, at the Spink County Courthouse. Present were board members Dave Albrecht, Brian Johnson, Suzanne Smith, Brett Knox, and Kevin Siebrecht. Also, present Tracey Millar Director of Equalization and Kristi Hausvik Planning and Zoning Administrator. See a list of guests present at the Equalization Office.
ADOPT AGENDA
Motion was made by Kevin Siebrecht, seconded by Suzanne Smith, to adopt the agenda. All members voted aye. Motion carried.
MINUTES APPROVED
Motion was made by Suzanne Smith, seconded by Brett Knox to approve the minutes from January 6, 2026, Planning and Zoning meeting. All members voted aye. Motion carried.
DATA CENTER – PROPOSED ORDINANCE 17.30
Millar updated the board on the proposed Data Center Ordinance 17.30 with the changes that were made. Some comments were heard from the public. The board decided to move forward and present the Data Center Ordinance 17.30, to the County Commissioners. Motion was made by Suzanne Smith, seconded by Brett Knox, to recommend approval to County Commission. All members voted aye. Motion carried.
UPDATE CONDITIONAL USE PERMIT (CUP) – TODD KOESTER
On December 2, 2025, a Conditional Use Permit was approved for Todd Koester to place a mobile home at 39129 181st Street, Redfield, SD 57469-7212. The Equalization office and the P&Z board were notified that the said mobile home had been placed at 1411 SD Hwy 26, property owned by Sheila Roeber, and work was ongoing. Millar and Hausvik did a physical inspection to verify that the mobile home has been placed at 1411 SD Hwy 26. The board discussed how to proceed with the violation. Motion was made by Suzanne Smith, seconded by Kevin Siebrecht, to approve penalty fees and a removal date. All members voted aye. Motion carried. Mr. Koester will be notified of the board’s decision.
SHEILA AKIN ROEBER – VIOLATION – THOMPSON BEACH L 59-62
The Equalization Office has been notified that a mobile home has been placed on Sheila Akin Roeber’s property at 1411 SD Hwy 26. Upon inspection, it was determined that the mobile home was placed at her property in violation of the Spink County Zoning Ordinance, failure to apply for proper permits. Discussion was held on how to proceed with the violation. A motion was made by Suzanne Smith and seconded by Kevin Siebrecht to approve penalty fees and removal date. All members voted aye. Motion carried. Ms. Roeber will be notified of the board’s decision.

Motion was made by Suzanne Smith, seconded by Brett Knox to adjourn as the Planning & Zoning Board. All members voted aye. Motion carried. Adjourned as Planning and Zoning Board at 10:41 a.m.
