NOTICE OF 10/21/25 UNAPPROVED MINUTES

The Spink County Planning and Zoning Board met at 10:24 a.m., October 21, 2025, at the Spink County Courthouse. Present were board members Dave Albrecht, Brian Johnson, Brett Knox, Suzanne Smith, and Kevin Siebrecht. Also, present Kristi Hausvik, Zoning Administrator and Tracey Millar, Director of Equalization. See a list of guests present at the Equalization Office.

ADOPT AGENDA

Motion was made by Suzanne Smith, seconded by Brett Knox, to adopt the agenda. All members voted aye. Motion carried.

MINUTES APPROVED

Motion was made by Suzanne Smith, seconded by Brett Knox to approve the minutes from October 7, 2025, Planning and Zoning meeting. All members voted aye. Motion carried.

CONDITIONAL USE HEARING

Conditional Use Hearing – John Graham: SNEARLY’S 1ST B 1 LOTS 1, 2 & 3 & OL 16 & OL 1 & VAC W 150’OF ALLEY N OF OL 1 MANSFIELD VILLAGE to allow the 1981 mobile home which is older than Spink County Ordinance allows to remain at the current location. John Graham and Michael Graham were present for questions. Discussion was held and people attending had a chance to speak.  Motion was made by Suzanne Smith and seconded by Brett Knox approving the Conditional Use Permit. Suzanne Smith, Brett Knox and Kevin Siebrecht voted aye. Dave Albrecht and Brian Johnson voted nay. Motion carried to approve the CUP for John Graham to leave the 1981 MH at its current location.

VARIANCE HEARING

Variance Hearing – John Graham: SNEARLY’S 1ST B 1 LOTS 1, 2 & 3 & OL 16 & OL 1 & VAC W 150’OF ALLEY N OF OL 1 MANSFIELD VILLAGE to approve existing mobile home placement which is closer to the Road ROW than allowed by Spink County Ordinance. John Graham and Michael Graham were present for questions. Discussion was held and people attending had a chance to speak.  Motion was made by Suzanne Smith and seconded by Brett Knox to approve the Variance. Suzanne Smith, Brett Knox and Kevin Siebrecht voted aye. Brian Johnson and Dave Albrecht voted nay. Motion carried to allow the MH to stay at current location.

DATA CENTER – PROPOSED ORDINANCE 17.30

Discussion was held on the proposed Spink County Data Center ordinance. Millar discussed the changes that were made from the previous draft.  The board requested that Millar look more into the bonding section and ordinances from Dickey County, ND.  The public was given an opportunity to ask questions and offer input. Millar will make the changes requested and present another draft to the board on November 4th.
