NOTICE OF 10/7/25 UNAPPROVED MINUTES
The Spink County Planning and Zoning Board met at 10:00 a.m., October 7, 2025, at the Spink County Courthouse. Present were board members Dave Albrecht, Brian Johnson, Brett Knox, Suzanne Smith, and Kevin Siebrecht. Also, present Kristi Hausvik, Zoning Administrator and Tracey Millar, Director of Equalization. See a list of guests present at the Equalization Office.
ADOPT AGENDA
Motion was made by Suzanne Smith, seconded by Kevin Siebrecht, to adopt the agenda. All members voted aye. Motion carried.
MINUTES APPROVED
Motion was made by Suzanne Smith, seconded by Kevin Siebrecht to approve the minutes from the September 16, 2025, Planning and Zoning meeting. All members voted aye. Motion carried.
CONDITIONAL USE HEARING
A conditional use hearing was held for ACStover Trust/Kyle Stover at OL 6 EX 2.96A IN NW & LESS LOT H1 4-116-64 for the operation of a 300 – 500 head lambing facility. Kyle Stover was present for questions. Discussion was held and people attending had a chance to speak. Motion was made by Suzanne Smith and seconded by Dave Albrecht to approve the operation of a 300 – 500 head lambing facility.
DATA CENTER – PROPOSED ORDINANCE 17.30
Discussion was held on the proposed Spink County Data Center ordinance. The board, along with director Millar, discussed some changes. The public was given an opportunity to ask questions and offer input. Millar will make the changes requested and present another draft to the board on October 21st.

Adjourned as Planning and Zoning Board at 10:55 a.m. Motion was made by Brett Knox, seconded by Suzanne Smith. All members voted aye. Motion carried.
