NOTICE OF 11/4/25 UNAPPROVED MINUTES
The Spink County Planning and Zoning Board met at 10:00 a.m., November 4, 2025, at the Spink County Courthouse. Present were board members Dave Albrecht, Brian Johnson, Brett Knox, and Kevin Siebrecht. Also, present Kristi Hausvik, Zoning Administrator and Tracey Millar, Director of Equalization. See a list of guests present at the Equalization Office. Absent was Suzanne Smith.
ADOPT AGENDA
Motion was made by Brett Knox, seconded by Kevin Siebrecht, to adopt the agenda. All members voted aye. Motion carried.
MINUTES APPROVED
Motion was made by Kevin Siebrecht, seconded by Brett Knox to approve the minutes from October 21, 2025, Planning and Zoning meeting. All members voted aye. Motion carried.
CONDITIONAL USE HEARING
Conditional Use Hearing – Randall Waldner: PARRISH’S 1st ADDN TO COTTONWOOD BEACH S ½ OF 46 & ALL 46 & 47 property owned by Rex & Sherry Binger, to move in a mobile home that is 10 years older than allowed by Spink County Ordinance. Randall Waldner was present for questions. Discussion was held and people attending had a chance to speak. Motion was made by Dave Albrecht and seconded by Brett Knox approving the Conditional Use Permit. All members voted aye. Motion carried to approve moving a mobile home that is 10 years older than Spink County Ordinance.
VARIANCE HEARING
Variance Hearing – James Valley Telecommunications – Pat Schumacher: ORIGINAL B 13 L 13 & 14 BRENTFORD CITY to build a communication hut next to the road ROW line which is closer than allowed by Spink County Ordinance. Pat Schumacher was present for questions. Discussion was held and people attending had a chance to speak. Motion was made by Brett Knox and seconded by Kevin Siebrecht to approve the Variance. All members voted aye. Motion carried to allow communication hut placement on the road ROW.
DATA CENTER – PROPOSED ORDINANCE 17.30
Discussion was held on the proposed Spink County Data Center ordinance. Millar went over the requested changes that were made and explained that she is waiting for legal advice from States Attorney, Vic Fischbach, on the bonding section. Brian Johnson requested that Millar have information on the bonding by next meeting. The public was also given an opportunity to ask questions and offer input.
