NOTICE OF 12/16/25 UNAPPROVED MINUTES
The Spink County Planning and Zoning Board met at 9:40 a.m., December 16, 2025, at the Spink County Courthouse. Present were board members Dave Albrecht, Brian Johnson, Suzanne Smith, Brett Knox, and Kevin Siebrecht. Also, present Kristi Hausvik, Zoning Administrator and Tracey Millar Director of Equalization. See a list of guests present at the Equalization Office.
ADOPT AGENDA
Motion was made by Suzanne Smith, seconded by Kevin Siebrecht, to adopt the agenda. All members voted aye. Motion carried.
MINUTES APPROVED
Motion was made by Suzanne Smith, seconded by Brett Knox to approve the minutes from November 18, 2025, Planning and Zoning meeting. All members voted aye. Motion carried.
TABLED VARIANCE HEARING
Motion was made by Kevin Siebrecht, seconded by Suzanne Smith to remove the table from the December 2, 2025 Waldner variance hearing. All members voted aye. Motion carried.
Continued Variance Hearing – Randall Waldner: Parrish’s 1st Addition to Cottonwood Beach, S ½ of Lot 46 and all of Lots 46 & 47, 8-115-65. Motion was made by Dave Albrecht, seconded by Suzanne Smith, to allow placement of the mobile home 3.5 feet closer to the front setback than allowed by Spink County Ordinance. All members voted aye. Motion carried.
DATA CENTER – PROPOSED ORDINANCE 17.30
Millar reported on the research she did on Bonding and Decommissioning for Data Centers. It was suggested that we take out the Bonding and Decommissioning section and replace it with wording that states Spink County will only regulate bonding and decommissioning if the PUC does not. Millar will do more research on this subject. The setback was changed from one (1) mile to ½ mile measured from the nearest property line to be consistent with other Spink County ordinances.

Motion was made by Brett Knox, seconded by Suzanne Smith to adjourn the meeting. All members voted aye. Motion carried. Adjourned as Planning and Zoning Board at 10:39 a.m.
