NOTICE OF 12/2/25 UNAPPROVED MINUTES
The Spink County Planning and Zoning Board met at 9:30 a.m., December 2, 2025, at the Spink County Courthouse. Present were board members Dave Albrecht, Brian Johnson, Suzanne Smith, Brett Knox, and Kevin Siebrecht. Also, present Kristi Hausvik, Zoning Administrator and Tracey Millar Director of Equalization. See a list of guests present at the Equalization Office.
ADOPT AGENDA
Motion was made by Suzanne Smith, seconded by Kevin Siebrecht, to adopt the agenda. All members voted aye. Motion carried.
MINUTES APPROVED
Motion was made by Suzanne Smith, seconded by Brett Knox to approve the minutes from November 18, 2025, Planning and Zoning meeting. All members voted aye. Motion carried.
VARIANCE HEARING
Variance Hearing – Randall Waldner: PARRISH’S 1st ADDN TO COTTONWOOD BEACH S ½ OF 46 & ALL 46 & 47 property owned by Rex & Sherry Binger, to place a mobile home closer to the road ROW than allowed by Spink County Ordinance. Sherry Binger was present for questions. Discussion was held and people attending had a chance to speak. Motion was made by Suzanne Smith and seconded by Brett Knox to table the discussion until the next meeting. Hausvik needs to verify mobile home placement and obtain setback measurements. All members voted aye. Motion carried to approve tabling the discussion until the next meeting.
CONDITIONAL USE HEARING
Conditional Use Hearing – Todd Koester: NW ¼ less ½ A to Twp 22-115-63 to move in a mobile home that is 10 years older than allowed by Spink County Ordinance. Todd Koester was present for questions. Discussion was held and people attending had a chance to speak. Motion was made by Dave Albrecht and seconded by Brett Knox approving the Conditional Use Permit with the condition that the outside renovation, roof & siding is completed. All members voted aye. Motion carried to approve moving a mobile home that is 10 years older than Spink County Ordinance.
DATA CENTER – PROPOSED ORDINANCE 17.30
Discussion was held on the proposed Spink County Data Center ordinance. Millar showed the Planning Board a PowerPoint from the SD Counties Monthly Membership Meeting on the Data Centers in Dickey County ND. Millar suggested visiting with Eric from NECOG to get some guidance on the decommissioning and bonding sections. The public was given an opportunity to ask questions and offer input.

Motion was made by Smith, seconded by Knox to adjourn the meeting. All members voted aye. Motion carried. Adjourned as Planning and Zoning Board at 10:26 a.m.
