NOTICE OF 2/3/26 PROCEEDINGS
The Spink County Planning and Zoning Board met at 9:30 a.m. on February 3, 2026, at the Spink County Courthouse. Present were board members Dave Albrecht, Brian Johnson, Suzanne Smith, Brett Knox, and Kevin Siebrecht. Also present were Tracey Millar, Director of Equalization, and Kristi Hausvik, Planning and Zoning Administrator. See the Equalization Office for a list of guests present.
ADOPT AGENDA
Motion was made by Suzanne Smith and seconded by Kevin Siebrecht to adopt the agenda. All members voted aye. Motion carried.
MINUTES APPROVED
Motion was made by Suzanne Smith and seconded by Brett Knox to approve the minutes from January 20, 2026, Planning and Zoning meeting. All members voted aye. Motion carried.
CONDITIONAL USE PERMIT (CUP) – TODD KOESTER
Todd Koester requested a Conditional Use Permit to place a mobile home that is fifteen (15) years older than allowed by Spink County ordinance at the following location:
Property Address: 1141 SD Hwy 26, Redfield, SD 57469
Legal Description: THOMPSON BEACH L 59–62, 5-115-65
Applicant Todd Koester was present and provided handouts of his proposed plan. Correspondence opposing the proposed mobile home Conditional Use Permit was received and entered into the record. One member of the public spoke in opposition. Motion by Suzanne Smith, seconded by Kevin Siebrecht, to deny the Conditional Use Permit due to the application not being submitted by the property owner, as required. All members voted aye. Motion carried.

The Planning and Zoning Board adjourned by Commissioner Brian Johnson at 10:26 a.m.
